i5 3570 K - My CPU Speed is at 3.61 GHz - Is this normal?

the Intel turbo boost is active and can clock your cpu from 3.4 to 3.8ghz depending on the load on it and Intel Speed Step will reduce it at 1.6ghz when you're idling... That is totally normal
