If your budget is restrictive and doesn't allow for you to get a video card over the GT630 then you will have to make do with that. The lower resolution of your monitor will help since you won't be trying to push 1920x1080. 1366x768 is a good resolution for your card.
The closed loop cooler will be a good choice for cooling the Processor that you have.

Also the first one is PCI 3 and my mobo is Pci 2.I know that it is backward compatible but in its backward compatible version, which would be better the PCI 3 or PCI 2(the second one).
Should i give importance to its memory(eg.4 Gb) or their stream processor or clock speed . I'm new to these gfx and I presently don't have a gfx.Pls suggets b/w these 2 or any at such price compatible with my mobo.

If the price is ok with you then the GT640 would be the better card. It is one model above the 630 and has a higher clock speed. The video ram comes into play with the higher resolutions and bigger screens. For example if your monitor was a 24" and 1920x1080 resolution 2gb video ram would be fine. If your monitor was 30" with a resolution of 2560x1600 you would want the 4gb ram card.

If you look at the Hierarchy chart you will see where each card falls in the ranking of the cards. The 640 is several levels above the 630 and so the better card.
Even being backwards compatible the 640 remains the better choice.

Ok i have increased my budget so that i can get more out of my GPU and high end CPU.
Is the previous MOBO ok or should I try these:
MSI
Gigabyte
Also tell me why the Gigabyte is costly and which way its better than the MSI(I noticed only 1 USB 3 in Gigabyte)

I don't see where you list your first Motherboard choice, of the two you just listed the Gigabyte allows for more options and has a better selection of Pci-e slots. I think that the Gigabyte would also be better for overclocking. If the USB 3.0 ports are an issue they do make Pci-e addon cards that allow for additional USB 3.0 ports if needed.
The CM 120XL would be a good choice for your CPU cooler. The LG monitor is also a good choice and it has both DVI and HDMI ports. Your 2gb GT640 should do well with that monitor.

My first choice was the earlier mentioned MSI-970a-g46.Is it better for OC?
And to keep my oC better but budget down, Should I buy the GIGABYTE above mentioned 990XA-UD3 or the MSI 990FX GD65 or should i stick with the earlier MSI 970A-G46?

While the Corsair 800w PSU is a good power supply I don't think that you need one that high, a 650w would be all that you need however if you wanted to get that 800w you certainly can it's your money and you can do what ever you want with it. I just would say that you don't need it in case you thought you did.
I have heard a few reports or problems with the H-100 and the CM 120xl seems to be well received.
If I was bored I would say good night I'm going to bed.

In my experience I have used Asus, MSI and Gigabyte and have found that I like Asus and Gigabyte, not so much MSI. I'm sure that they make a decent board but I haven't had much luck with them.

The longer this thread continues the more money your spending. Now your up to GTX 650Ti and an 850W PSU? You don't need to raise the PUS for the 650Ti, by the way if you can afford the 650Ti then by all means get it. The only way that you would need the 850w PSU is if you were putting two 650Ti's for SLI. A 750w is all that you need, save the money from the PSU and put it towards the video card.
In order to put two video cards in the motherboard and use them in SLI the motherboard has to support that feature, if your just going to put one then you will be able to do that and it has nothing to do with SLI.
The 650Ti will not make much difference to your monitor but it will make a big difference to the games that you play and any programs that require a good graphics card.

Actually budget is still the same cause' I did not take resale value of my old PC in to account(appr. 250$).
Yes I 'll turn back to 800W psu(cheaper than 750W) and go with 650Ti.

Motherboard manufacturers will make several models for the same CPU brand and these different models will have various features and parts that are different from the other models. The two models that you linked have different Pci-e slot configurations and that's one thing that you can look at for your specific needs when putting a computer build together. There are also different chips and functions that are added or taken away with the different models, there are also different levels and quality of the parts and chips that are installed and the price of the board will determine that.
Because the board makers do this I have adopted a system that works for me and it's simple, I buy Asus's top model when I build my computer and that means the Asus Rampage Extreme model line. I do this because I have no budget and I want all the bells and whistles and it doesn't matter if I make use of all of them or not I want them there so if they are needed they're there. I have experimented with Gigabyte top model and MSI 's top model to make sure that I'm getting what I want in the Asus board.
Because your on a budget you have to chose what's best for your budget and not pay for things that your not going to use.

In monitors which would be better ViewSonic TD2220 22-Inch or
LG E2351VR 23 inch LED Backlit LCD Monitor.I'm gonna install win 8, so I thought that having a Touch Screen might be nice, so I got this one(ViewSonic).PLS recommend me some TS monitors at that price range.Or even a Overlay kit for my LG 23" would do.

All video cards will work in all operating systems provided they have the drivers, this does not include Macs/Apple. All manufacturers want to sell their product to as many people as possible so they will make sure that the drivers are there and that the cards will work.
