Alright, I really like the game Tera, but I usually run the game around 20-35 fps. It goes up to 60-80 fps sometimes, but usually average 20-35. Samething with Planet side 2 but worse, When no player is around i run the game around 60-80 fps, but when it's in battle i run sometimes at 18-29 fps. It really annoys me because I have a really good PC. What do I do to make these game run faster? Insert solutions at the bottom :)
Here are my specs:

When i check the minimum box. The box that turns off the light effects. The one that makes the game look like crap.

graphical effects shouldnt make the differance its cpu intensive graphics settings like shadows you should be lowering to help with that bottleneck but honestly next time go intel dont fall for the console is next gen bs

How tho? It's a really expensive CPU. It's the best right now out of all AMD processors in the FX series. It can go up to 4.6 GHZ. You sure the cpu is the issue. Because i read some forums that say Tera is not really optimised with AMD.
PS: when i press CTRL+Z and hide the UI, the game run on stable 60 fps :s. when i bring it back it goes back to 25-35 fps

Just because you paid alot for it dosnt not mean its great for gaming. If you were trying to do video editing or photo editing on a budget the 8350 is a great choice but for cpu intensive games its not. In starcraft 2 for instance your cpu gets 30 fps lower then my i3 dual core, due to the fact my core per core strength is way higher

So you're saying that it is a CPU issue? Are you sure? Because I run Batman Arkham City on ultra no problem, Skyrim, Battlefield 3, crysis 2. I even run crysis 3 on everything ultra except anti aliasing and i run on 30-60 fps

Thats becuase those games actually use 6+ threads, but if you compare that to an i7 hexacore its still far far behind in performance. Tera and planetside 2 are not optimized for that many threads which makes intel cpu's way better in this situation.

You cpu is not a true 8 core cpu it only has 4 modules if you research it meaning each core is only a half module so games that only use 3 threads like planet side 2 are relly only getting 1 and half modules of processing power

Is there a way that I can make those game run every thread in my CPU? Like unpark cores? Long story short, is there anything i could do to fix this issue?

This game is a black box by itself. Bad code optimized for Intel i Series and AMD videocard.
I had trouble to run it on a Intel Duo Core E6600 (problem occur during Nexus mostly) with a GTX 660 Ti OC.
All graphic at the minimum or at the maximum, give me no difference in the frame rate...

With E6600 setting, I can run mostly any games in 1920x1200 without lags... but not Tera.

I changed the CPU for a i5. No problem since.
The weird thing is Tera do not use more than 2 threads. (and you should fix it to only use 2 threads in your tera .ini).
The param is "CPUNumLogicalProcessors".
You should try some value (2 or 1).
Perhaps this will fix your problem.

On my side, I still need to buy a videocard for make it work on a Intel E8400... and I still don't know what I should buy.

Just check nvidia forum
https://forums.geforce.com/default/topic/536275/tera-online-performing-awfully-/

Do not set CPUNumLogicalProcessors=4 (you can try it... but from what I read on other forum, the result will decrease your fps). 2 seem a better value.
