Do you have administrator access to that machine ? Are you a child under the age of 18yo. trying to bypass security measures installed by your parents ?

You can run secpol.msc (Security Policy) & see what maybe affecting your ability to access firewall.
Give Administrator rights (Enable or add to list) for that process.
