Dead PC need help finding a solution

Hello!
Earlier today I came home and it turns out there was a power outage in my area, Nothing too bad I suspected.
The power was back already so I began to boot up my desktop, just before the machine posted the power cut out again.
I waited a while for the power to return and unfortunately. My PC did not work whatsoever, no fans, no leds, no beeps, nothing.
I immediatly blamed the PSU and replaced it with a spare a friend had laying around, he told me it hadn't been used in a year or so, so he wasn't sure if it would work. I attempted none the less but the same as before, nothing happened.
I gave him back the PSU and came to the conclusion that it can either be the Motherboard or the CPU.
I'm wondering could my gpu or ram be damaged? (I plan on bringing them to a friends and switching them to test run them ASAP)
I'm not sure if the PSU is the issue still (I will attempt the paper clip method tommorow as it is rather late here now at the moment.)

My main and possibly only question would there be anyway to tell which component has failed and if there is any solution as I can't exactly afford to buy another CPU and/or motherboard but will if necessary.

Specs:
MOBO: Asrock z68 pro3
CPU: i5 2500k OC'ed@ 4.6ghz
Ram: 8gb Corsair Vengeance 16000mhz + 4gb of Gskill Ripjaws 16000mhz
PSU: CiT 750w (A cheap brand)
GPU: 670FTW 2gb edition.
These should be all the important specs should they supply any useful information.

I've tried 2 power supplies and unfortunately I live in Ireland where there is almost no tech shops local. So I'm not sure where to get one tested
