Battlefield 3 Stuttering

Ok, it seems to be a pretty well known problem, stuttering in game but having low ping, good internet, and high fps. Well, I'm now being plagued with this problem. I tried things like changing my network performance throttling and changing graphics settings like AA. I think the network performance throttle might be the only thing that helped but I still have the problem just not as much.

I got the problem before but it just went away, it was off and on but it seems like it is always on now.

My specs - If it's not enough info tell me what you need.

Also, is this ok? I don't know if this would be a problem or not?

Should I even have that enabled?

Your OCing too high. A very high OC will result in your mem to go unstable and get throttled to very low speeds. Go back to stock speeds and it will fix your problem. From there on find out a stable OC or no OC at all if you dont need it.

If you notice, your mem is @ 150 mhz. Thats cause of the high unstable OC.

By this im guessing you mean turn off the graphics overdrive, so I did and tried but I still get stuttering. Everything is still the same. Do I have to disable it but still lower the settings? And if so, do you know what to?

EDIT:

That CCC performance picture was taken when I wasn't playing a game. I set my thing to its defaults which is below, but I unchecked the box. When I play battlefield though it still uses these settings even though the box is unchecked.
