you'll always be balancing price and performance, there is no 'best', prices change daily. it's a very good setup, similar to the std from a few months ago of a 670 + 3570k. The cooler is not 'needed' but it will be cooler and quieter with it. As to 'highest quality' it depends on the game and resolution, this is the best you can get for that kind of budget and so should be good, to get 'better' you need to add another 50 for the cpu and mobo upgrade and another 200 for a gpu upgrade, and 100 for an SSD, that would be better, but is the extra 350 worth it to you? you get more performance (that is probably more than your monitor can display) and it'll play for a bit longer, but paying the extra 350 in 2 years for maxwell would give you more for longer.
