Simple answer ... No.

Unless you have one of the best 965's ever made and a great motherboard and a good CPU cooler, you will likely only be able to hit around 4.1 - 4.4 Ghz.

If you want 4.5Ghz, that will depend on your 965 and water cooling will likely be necessary.
