Computer making high pitched whine(possibly cpu)

So my computer has been making an extremely high pitched noise sometimes for days at a time but will stop randomly and seems worse during CPU intensive tasks. I have opened it up and narrowed it down to only starting when the yellow circled plug is in, when it is removed the comp power's up without a noise. Also someone with industrial deafness cannot hear it and neither can my mother who is in her 40's due to it being such a high pitch.

What is likely the root cause of this problem?

Go to BIOS (F2 at startup), Advanced > Chipset Configuration Menu, find Host Spread Spectrum and change its value. There should be only two options - center and down. Set it to other one than is currently selected. Save BIOS settings, reboot, see if that helped. If not restore the original value.

I will do that the next time it start's, it seems to have stopped right now for no real reason other then the fact I opened the box, and tightened the screws on the CPU heatsink. Although that may just be a coincidence

Ok that had no effect, the sound has come back worse then ever. Also the computer has rebooted randomly twice now while playing an online game.

It's my power supply, gonna go get a new one tomorrow.
