I get 2 different formats with Windows 8, 1 from the new windows format and 1 from their desktop window. They are both different and the windows format is missing the send and delete buttons.

The Windows 8 App is going to be different than your web based version. If you right click anywhere on a blank spot (or swipe up or down from the top or bottom if you have a touchscreen) you will see two bars on the top and bottom of your screen. There should be tons of features there. Also a lot of your buttons dont appear until they are ready to be pressed. For example the "Send" button may not appear until you have a subject and a message typed (this is pure speculation based on other apps and how they perform).

The Mail app and IE on the Metro screen are different than what you find on the Desktop, so they will look different. Yahoo also has trouble with IE10, to the point of being almost unusable. Considering that Yahoo now freely admits data mining your email, I would suggest doing what I did and take your business somewhere else. Otherwise, there is a Yahoo app for the Metro interface that might work better, or install FireFox on the Desktop, which seems to work somewhat better with Yahoo's absolutely horrible new format.
