Is this going to be hidden in the sub floor? or are you just asking if it is okay to sit the computer on carpet?

If the fans are blocked they aren't going to be doing much more than wasting power. A good trick is to use something like a burning incense or cigarette to check the computers air flow, is it sucking in air? from where? how much? how strong is the breeze from the exhaust? does the air coming out get hot?

Static electricity shouldn't be too much of an issue, but never run the vacuum around the computer while it is on, you will see it acts a bit funky when you do that.

A program like SpeedFan can tell you the internal temperatures while the system is running. http://www.almico.com/sfdownload.php
