sound card or is it my setting?

hi i have an issue with sound editing , to be honest im kinda newbie on these things so i there is always latency when i try to load a vst connected through my keyboard, no matter what the setting i use or the program , there will be always latency , i was wondering if its because the on-board sound card is not good enough or because of my pc settings?
my pc hardware :
i7-3770K
Gigabyte-z77x-ud5h-1.1
16GB (8x2) 1600mhz G.skill ripjaws
7200rpm seagate hard-disk 3 tb
Neo Eco 620 OC(power supply)
basically that's it , connected to a TV? there is a lag when i play games sometimes , is it because of the lack of a good graphics card , or my sound card?
im not into serious sound editing but as a hobby, still the latency makes it hard to record.

Try asio4all driver to see if that works better.

still after using asio4all and messing around ,the best i can get is 3.7 ms latency , still you cant be on tempo with that :/

Look into the article see if there other software that free that might work. If not look on eBay or online retailer for soundblaster or asus sound card and see if they work better.
