GPU fan RPM wont change

I was playing Metro Last Light when i noticed my temps were a little high. i looked at the readout and it says the fan is sitting on 1110 rpm but i set up the fan curve so it would push double that under that kind of load. i exited the game and tried adjusting the speed manually but no matter how much i turned it up or changed the fan profile it wont go past that speed. I dont know whats wrong, im hoping its not my graphics card dying. Any help would be greatly appreciated. (I have a Asus GTX 670 DCII)
 
What did you use to set the fan curve?
Some programs require you to activate a custom profile as well as switch into a manual mode to change speeds.

You can try MSI Afterburner. All you have to do is set it(Settings -> Fan) then click on the User Define button(the program has to stay open for it to work, just minimize it).

I'm not sure afterburner will work with an Asus card but its worth a shot. Either way you have to enable a user defined fan curve. What program do you normally use to monitor your card?
