Windows 7 Can not format hard drive during install

Hi, I recently had my hard drive crash in my HP Pavilion dv7. I bought a new hard drive after that and tried to clean install Windows 7 Home 64 Bit. The installation was not able to format the hard drive. I tried to format the drive on my desktop. That was unsuccessful so I tried to use Ubuntu to format the drive. That did not work, also. I tried the XP disk, and that could not format the drive. Remember, this is an new drive, and it does work.

It is a new drive, I just opened it today. (I bought it several years ago) It is a Seagate Momentus (5400 RPM, 120GB) SATA Hard Drive. I bought it from HP as a spare (I never used it) The Model is ST9120821AS.

The install now says : Windows cannot be installed on this disk. The computer's hardware my not be support booting to this disk. Ensure that the disk's controller is enabled in the computer's BIOS menu.

This just appeared, I have checked the BIOS. Any ideas would be appreciated.
