Dual ASUS HD 7850 for Quad Monitor Setup

I recently built a workstation pc for my dad with dual ASUS HD7850-DC2-2GD5-V2 video cards. This version of the card has two DVI ports on the card. The intent is to run four monitors off the two cards on Windows 7.
I could not test the multi-montitor setup before I gave the PC to him. When he got home and hooked it all up, only the two monitors on first card on ports 1 and 2 card are working. The 3rd & 4th monitors on the second card are not receiving any signal. Is there some sort of configuration option I need to choose to get this to work? I installed the crossfire cable across the two cards. Is this not needed for this type of configuration? The motherboard is a ASUS P8B WS with a Xeon E3-1275 V2 chip.

I had my dad remove the crossfire ribbon cable and the monitors on the second card started to work. Can anyone explain why this would be? What does the crossfire cable do?
