Code 12 on Quadro 600

I installed a NVidia Quadro 600 and currently am getting an error:

This device cannot find enough free resources that it can use. (Code 12)

If you want to use this device, you will need to disable one of the other devices on this system.

I have uninstalled the graphics card and reinstalled it. Checked bios but it is an HP and does not give me the option to turn off any other ports or devices.

I have checked the resources and the only thing that it is sharing memory resources with is the PCI Express root port which seems to be the PCI express slot its plugged into.

I attempted to see if I could try other memory ranges but was not able to do so, even in safe mode.

The Machine is a i5 with 8GB DDR3 and 1 TB HD that is running Windows 7 x64.

Well the video card is on a computer with a 350W ps and that graphics card ia primarily designed for slim form factor pc's. I havent seen any listings for piwer consumption. I calculated the wattage of all the devices and it pulls less than 175 watts.

Removed all old drivers by typing in cmd set devmgr_show_nonpresent_devices=1 then uninstalled all thr old devices and removed their driver. Same result as before.
