FPS Stuttering and/or drops in games.

Been having FPS stuttering while playing games (mostly with League of Legends). My FPS will be around 110 only to drop down to 30 for half a second then climb back up to 110. It's not long term, but it messes with the flow and only really has an impact in League of Legends.

The resolution doesn't matter. I could have two monitors hooked up and running at 1920 x 1200, or 1 monitor hooked up running at 1600 x 900. It doesn't seem related to load as neither the CPU or the GPU ever run over 20-40% usage and the temps never exceed 50C for the CPU and 60C for the GPU.

I'm hoping it isn't hardware related and maybe is related to software (drivers for example).
CPU: I5 2400
GPU: Radeon HD 5850

I turned off Catalyst Overdrive (dunno why it was on) and it toned down the problem a bit but it still persists. Here is a screen cap is some information that is (hopefully) relevant.

My thoughts (based off of ignorance): I've had cooling problems with the CPU, and am not going to rule out the potential of a hardware problem. Could also be linked just to video drivers but everything seems update although uninstalling old video drivers (via AMDs method) Blue Screened me.

CPU is at 82 degrees! Core temps in HWMonitor are not accurate for most CPU's. Your MB and GPU temps are all fairly average, but your CPU is sticking out as hot. IF you MB and GPU were hot too, then I would just see a hot environment ( bad case airflow ), but yours appears fine, so I have to suggest better CPU cooling. What cooler do you have. A CM 212 is always a cheap way to keep your CPU cool.

I don't trust the cputin and never have. The temps fluctuate between 85 -> 65C in under a second and have reports of being unrealiable. I actually have a CM 212 installed after my stock heatsink gave me 90C on my CPU (it never sat right with the push pin design) and I idle around 35-40C and never have hit 55C under load. My cputin has always given my readings of 60-80 with high levels of fluctuation.

When my CPU hit 90C core the cputin still reported 70-80C.

As for my mobo it does support the AI Suite however it didn't come with it.

You can download the AI suite for free! Asus is quite capable of getting the right info of their own MB's! After downloading and installing the primary program, you are given a list of about 12 programs. You don't have to use them all, just choose what you want. You can keep the install small if you want. CPU temp software is frustrating to say the least. I have an AMD 8350 and HW monitor says my core temps are 11C! 17C lower than my room right now (with a Thermalright cooler very similar to the CM 212) NOT! The HWMonitor CPUTIN temp is the same as my AI suite reading of 33C. Problem with HWMonitor, which is true with many core temp reading software is that there are too many different ways to calculate the actual temps on all the different CPU's. However, Asus has a smart bunch of engineers and I have never heard of anyone complaining about the values of their readings.

I've seen a level of consistency with HWMonitor through my two heatsinks that makes me feel the core temps are fairly accurate. CPUTIN for example has gone from 62C to 91C as I'm sitting here typing this while core temps have a much lower fluctuation of 36C to 42C. Coupled with me checking temps in BIOS (never hitting past 38C) and I feel these temps are fairly accurate.

I don't believe the problem is cooling as much as either software or hardware problems.
