Is this PC good for Overclocking the 8350?

Hello there! I am currently trying to get a new PC, to replace my extremely outdated one. and I am going for an FX 8350 (please don't recommend the 3570k, I have decided to go with the AMD and that's that), I am a beginner overclocker but I still plan on overclocking this, at least to 4.8ghz since i am investing a lot of my money into this PC, I will use the Corsair h80i and the ASUS sabertooth 990fx r2.0 motherboard, to afford these, I had to get the 7870 instead of the 7950, also will a TX650w psu be sufficient for this overclock? i can afford a TX750w, but the less money spent the better, the case will be the Fractal Design Arc midi tower r2, when I overclock, I kinda want temps to be below 80 degrees Celsius, I may overclock the 7870, or just upgrade to the 8950. I just want to know, is my PC good for my overclocking needs?

Really? Because I see people reach 5ghz, and the cooler is great, I am investing loads of money in this, so can you tell me why I can't OC that high?

Wait, can you tell me the reason why I can't overclock so high? You managed a 5.1ghz overclock, isn't the h80i a high end cooler, and the motherboard a legit motherbaord for overclocking, I am only asking this because I am sacrificing the 7950 for these components, instead I would have to get a 7870 (or wait 5 days for the gtx 760, if it's a good graphics card)

Oh, well I am thinking of waiting for steamroller anyways. Maybe that will be awesome. Unless teh TDP actually 220W, then I'll stick with 8350 thanks.
