Get a powerful CPU or better "other stuff" like memory, cooling, etc?

So this isn't another CPU-1 vs CPU-2 question. Its that whether spending money on a powerful CPU would be better than spending on better memory, cooling and all that other stuff. (extremely tight on budget here)

1) Should i spend on an expensive i7 3970X extreme edition CPU (and forget every thing else) or

2) Get an i7 4770k (which is freakin cheaper) and spend on better cooling system, better memmory (16/32GB ddr3 2133MHZ), better optical drive (BR + DVD writer and reader). i'll also do a lot of savings with this one. really tight on budget.

what difference will it make?

I'm buying this PC especially for gaming, and most probably watching videos with no ugly tears. i seriously wont do any video editing, so remove that from the list.

Also, i'm getting 3 titans, will any one of these do any bottle-necks? (i had severe bottle necks with my i3 previously). and..offcourse...don't get the wrong idea that i'm an awesome "rich" hero. i really dammed everything else to buy 3 titans. please answer wisely.
 
For anything even approaching something useful, you need to provide what you have now. Or if this is just a hypothetical question, give some framework. Remember, put as much thought and effort into your question as you expect the answerers to use.

Thanks, much more information now. However, more is needed. You are saying three Titans? This only makes sense if you have a triple display set up. Let us know what your monitor setup is.

For a gaming machine, a 4670K is the best for right now. However, games are just starting to use hyperthreading (Crysis 3) so for some future proofing, you can go 4770K. The big 2011 chips and motherboards do not help in gaming. Yes, the 1150 platform is fine, even with three Titans. Again, let us know your monitor setup for more advice.

Yeah, my monitor is the main problem for this PC upgrade. i have 2 monitors, the first one is the standard 1920 x 1080. i had know problem with my previous gtx 680 with this monitor. But the second one is my gaming screen, with an abnormal resolution of 5760 x 1200. I was proud of my older gaming rig until i got this monitor. with FARCRY 3 maxed out on every detail, my 680 gave me an amazing 10 fps. and the core i3 severely bottle-necked too. and please, dont talk about Tomb Rider with TressFX on (that hair enhancer thing). the fps were... i cant say it here. i hope my new pc can handle games better.

Ok then, you mean i can go for higher memory (i was going with 16GB 1600mhz at fist, now i'll get 16GB Corsair Dominator GT with DHX and 2133Mhz) and better cooling system (Corsair H100 Liquid CPU Cooler instead of standard air cooling) if i buy 4770K without worrying about performance right? or will 3970X give me significantly better performance? please tell. i dont think i'll upgrade my PC for the next 4 years i guess.

also thanks for informing about the mother board. but i don't think i'll be able to get that one from newegg. because i'll be buying my rig from XoticPC. Is "ASUS Sabertooth Z87 (ATX Form Factor, 4 DIMMS, 4 PCI Expansion Slots) (USB 3.0 + SATA 6GB/s) + TUF Thermal Armor/Radar" OK? I'm buying from XoticPC because they are the only ones that ship in my country.

there's also an option for "MSI Z87-GD65 (ATX Form Factor, 4 DIMMS, 4 PCI Expansion Slots) - [Extreme OC High Performance + Quad CFX/SLI". is this one good??

hey common someone tell me, I'm not sure which one to buy yet. i don't wanna regret it later. you know , i can really dump every thing else to get a decent CPU. i just want better performance. so should i buy the 3970X( six core you know. when you say to go for 4770k, it really twitches me)? please tell me weather it will make a real difference or not. or will i be just wasting my money?

Ok. i guess no one's answering. performance wins. i'll get a 3970X since it outperformed the 4770k very badly in 3d mark physics score. its expensive but i dont have a choice. i'll just spend lesser money on memory and the cooling system.
