HTPC add on graphics card - PSU powerful enough?

Hi all,

I recently ordered this comb here for my HTPC build:

This is a HTPC so it is purely used for HD contents streaming via Plex (used as Plex server) and not for gaming at all. I would like to connect this HTPC via HDMI thru my amplifier then with my TV.

So the shuttle barebone system comes with a 250w PSU. I have a HIS fan native HD4650 lying around, which I am planning use for its HDMI connection. I checked on HIS website it states this video card requires 400w power supply, my question is, is the stock PSU for this barebone system going to be able run this video card?

If that does not work I can always use the integrated GPU on i3 3220, but I won't have that HDMI connection I wanted.
