Is it possible? I live in the US btw. I don't care if the PC is premade in fact I prefer it because I'm very new to PC's, I'm easily confused on what a lot of it means(ex. OC 600x200) idk I saw stuff like that with random numbers and got confused. I mainly understand what a good CPU and good graphics card are. I've never built a PC so please be patient and try and explain things if you can. Again, I prefer a premade one because I'd rather add parts to that in the future but ill build one if no one gives a premade one

Is a CD/DVD drives necessary if i am buying TF2, BF3, BF4, Planet Side 2, Arma and other games like this off steam? Also if I were to skimp on one of these parts which ones could I get a bit lower to shave about 50-100 $ so I can afford a logitech G13 and a decent mouse?

Also, it is stated above that you wont need a dvd drive. You will need one to at least install the os, unless you transfer the install to a usb and boot from that, but with as little experience as you have, I don't think you will be doing that.

I would much rather have you try and see if you can get the superclocked version of the 760 that is $10 more than the standard one. Just make sure it has the ACX cooling, the cooler with two fans from evga on the 760.
