keep being slow no matter what i do?

Hello Tom's hardware i have experienced my computer run really really slow then it should be with the parts i have in my computer in battlefield 3 it feels slow even on low settings with 200 fps and on windows it takes long time to start up and when i open a program it takes about 1 min to open i have tryed look on many forums even on toms hardware and i have tryed change harddrive from a SSD to an HDD to see about it would make a diffrence i have tryed get new GPU, motherboard,CPU i have reinstalled my computer more times then i can remember with win 7 and win 8

my new system is

MOBO:crosshair v formula-z
CPU:FX 8350
Ram: Kingston hyper X 1600 8 gb
PSU: energon 750w
GPU: GTX 670 FTW
HDD: Seagate 1tb

my old system was

MOBO: gigabyte ga-z77-d3sh
CPU: intel core i7 2700k
Ram: same. Kingston hyper X 1600
Psu Energon 750W
Gpu: asus HD7850-DC2-2GD5
SSD: ocz agility 3

i have tryed the gtx 670 on the old system too but no diffrent i really dont know what to do. my motherboard and cpu are about 2 weeks old and my screen is an old hp w2207h i really hope someone can help me with this

faulty parts or driver issues? when you say you tried the 670 on the older system by "no different" do you mean that computer was slow as well?

what do you actually mean by "slow"? just taking a long time to load applications/start up?

all drivers are up to date downloaded from the original sites and it feels laggy when moving round and look around like when there is something there cant keep up? but with the parts i have i should atleast could run it on low settings without any problems or lags? and yes it was slow like on hd 7850 i could not feel any diffrence when i changed the gpu i only got more fps but still had the same "laggy" feeling

do you think it could be the mouse hardware or drivers for it? because it sounds like you're saying all the other hardware is different from one system to the other. otherwise might just be some strange settings

Sounds to me like you're saying in a game like battlefield 3 you're getting mouse lag, like you move your mouse and it takes something like .25 seconds to respond.
Try disabling vsync if its on. I know vsync does this in games.

It could be a mouse or a monitor issue. What monitor and mouse are you using and have you tried a different hdmi/dvi/vga connector?

i have an old hp w2207h and i have tryed with vga. vga-dvi and hdmi and i got an razer mamba 2012 with wire and without wire

Those are both respectable products so unless you got a bad one, neither of those should be an issue.
Sorry i don't know what to tell you. If i could fiddle with the computer it might be different.
Be sure you have the right drivers (32 or 64 bit) and try reinstalling them which is always a blast.
OH and if the monitor has settings that turn up contrast and sharpness and all that, turn all of those down and just have it on default. Sometimes things like that will slow down response times.

Was your system lagging since you built it or since you started installing stuff? It wouldn't hurt to do a memtest either: http://www.memtest86.com/download.htm

Also make sure everything is hooked up properly internally. I'd try a PSU swap if you got one that will work fine to test to verify it's not your PSU. It looks like you're trying to use the same one which could be the cause. It's gotta be something with your hardware if Windows is taking a long time to boot, does it do the same lagging in safe mode?

well yah ever since i build the system it was slow and laggy and didnt give any diffrence when i changed it from my old mobo and cpu, and i dont have any other psu laying around and the mobo i got need 8 pin and 4 pin so i dont have any psu there would fit. and i have checked all the hardware many times to see about it was that but no. i have not tryed in safe mode but i will do in a sek :)

If you know all the basics about electricity and know what you are doing and could run a multimeter on one of the molex pins, check it to see if it will maintain voltage when booting your PC up. Again only do it if you know what you are doing. If it's erratic it's possible you need a new PSU. Otherwise see if it functions better in safe mode and do a memtest. It's also recommended you use the same ram card models to get the full performance, mixing them could cause undesired effects.
