Grounding yourself with a power supply

So I know you can ground yourself with a power supply plugged into the wall with the switch of the back of the power supply turned off. The only thing I am wondering is what material does the casing around the supply have to be? My power supply is all plastic around it. Would that work? Or does it have to be all metal around it?
 
What power supply do you have that is all plastic on the outside?

Generally there will at least be some metal back by where the power enters, the screws that connect the power supply to the case of the computer serve to ground the case. Most PSU housings are metal and are therefore grounded, but i guess if you build the PSU housing out of plastic it is nonconductive so it doesn't need to be, but there should still be screws in the back that serve to tie the PSU and the computer case together, electrically and physically.

The screwed and small metal part on the back are painted black. Will this still work. My entire case is painted black including all of the screws
