I'm building a new rig and I need a CPU cooler quieter and better than stock. It needs to fit AM3+ and be no more than 100 mm (4inches) tall and a budget of $45.

More about : low profile cpu cooler

hmm, 100mm, can you get away with using an All in one liquid loop like the corsair H60?

if not maybe just use the stock cooler the CPU came with? unless you think that's too loud

I'd recommend a Corsair H60, like vmem said.

I've used them in builds that I've done before, and it's a superb water cooling kit.

Redefining cooling performance for space restricted environments, GeminII M4 is engineered to maximize cooling with its minimal CPU contact gaps and four extremely efficient direct contact heat pipes that provide excellent heat dissipation. Standing at a mere 59mm / 2.3in tall, it is uniquely suited to thrive in the small spaces afforded to CPU coolers in HTPCs and other slim systems.

A unique heat pipe layout is utilized that orients the heat pipes to direct the flow of heat more efficiently to the aluminum fins where the heat is exhausted. Much like the GeminII S524, GeminII M4 features an airflow design that is 90 degree rotated to avoid heat radiating from the motherboard. In turn, this orientation simultaneously provides a steady airflow to motherboard chipsets surrounding the CPU socket.
Super low profile cooler (59mm / 2.3in height) with 4 direct contact heat pipes.
A base engineered to minimize CPU contact gaps provides excellent heat conduction.
Suitable for limited space applications (e.g. HTPC or slim systems).
Newly developed thin fan profile delivers uncompromised cooling performance in a compact package.
Unique heat pipe layout combines two very effective cooling methods to increase cooling efficiency while maintaining a low profile heat sink.

A h60 is a little over budget and how much more does it take to keep water coolers running over air coolers?

Just go with the Coolermaster that SR7-71 recommended - it seems to be a good design, and fits your budget nicely.

And what do you mean by "how much more does it take to keep water coolers running over air coolers"?

- How much more what?

Cleaning or draining the cooler

The cooler doesn't need cleaning as often, as it doesn't accumulate dust as quickly as a fan. However, the thermal paste still needs to be re-applied every so often, as with a regular CPU fan.

Additionally, the radiator fan will need cleaning quite often, to ensure maximum cooling efficiency.

Draining the cooler doesn't need to be done regularly - maybe once or twice a year.

Thanks so far I'm gonna go with blackbird's but I might check into liquid cooling.

Good choice!

Yeah, I'd leave it until the future, when you're overclocking an FX 8350 or something. It's always fun to try!

Enjoy!
