Computer passively locking up 60% of processing power

So I've had a big problem with my laptop, on and off, for about half a year now (About as long as I've had it)

MY computer will, at random times and intervals, drop to about 40% of its capability in processing for about a week to a month, and then go back to normal one day.

I have no idea what is going on with it. I've had the BIOS check every piece of hardware one-by-one for faults and everything has passed. I've run every antivirus I can imagine. I've even had Microsoft take control of my computer and they are stumped, and honestly, just kinda left me screwed.

Here is what I DO know:

No matter what mb/s my HDD is operating at, it will say 70-100% processing on my task manager (often 100%)

Even an hour after doing nothing after startup, with no programs running, half of my ram will be used by random things that are not even on.

I do not suspect this to be relevant because this is likely my ISP, but my network will spike and work great, then outdo itself and drop down to almost nothing, to the point where i can't open a webpage for about an hour to a day.

Random programs that do not normally take up too much processing on 8 will take up 10-20% at random intervals.

The mousepad will periodically stop functioning altogether. The clicker will work but the pad itself will not move the mouse at all until I restart.

Audio will sometimes just distort out of nowhere, and flicker on and off in the middle of a skype call or a game.

I feel like i may have gotten a lemon, but every resource that i have a warranty with or any sort of group that can help me has, so far, turned me down.

If anyone can offer any sort of help, it would be greatly appreciated.

Hmmm.... it seems "Tiworker.exe" is hogging your system resources. With some research, I found that its a legit Windows file which installs updates and enables Windows features. Try running windows updates and install any updates listed. See if it goes away

Yeah, i checked for updates in the process of all of this, I apologize it's not one i mentioned :)

It's mostly just a random process, one or two at a time, taking up 20-60% of my CPU

Right now it's windows Audio Device Graph Isolation, which according to my research, isn't even much of a thing in 8 anymore.

Try to uninstall some programs you don't use anymore. That would also help.
