Power Supply or Motherboard busted?

I just got my PC parts in the mail yesterday and started building my first computer.

-My motherboard is the ASUS P8Z77-V LE PLUS
-My PSU is the SeaSonic X Series X650 Gold

I've been following Newegg's How to Build a Computer video guide and tried to do an out-of-case test boot. I installed my CPU, CPU cooler, Video Card and RAM, and then tied the appropriate power cables to the CPU power port, the motherboard power port, and the video card power port. I plugged in the PSU and double checked to make sure all of the cables were snug and in the proper positions, on both the power box and ports on the motherboard, CPU and video card. I turned on the PSU switch, plugged it in and tried to short the power prongs, but nothing happened. It said in the guide that you could short them with a screwdriver, but nothing happened.

I need to know if this is an issue I'm having with my motherboard, or if it's my PSU (because the internal fans on that weren't even spinning when it was switched on).

If you can give me any helpful advice or answers, I would very much appreciate it. Thank you for taking them time to read about my issue.
 
Is the power good led on the mb. Any faulT LEDs on??? Shorting out the wrong two pins. The CPU power connectors are the two black four pins ones not the blue six plus two. Check mb bios rev if it to low it may not post. If your mb has USB flashback port. Flash the bios to the newest rev.

the chances of psu being faulty is not that strong,have u plugged in the 1.cpu connectors properly?2.6-pin pci-e connector for the gpu?
3.made sure that are cables are tightly plugged?
and what do u mean by "nothing happened"?haven't u got the display?is the LED of ur mobo on?does the processor fans get's started?

I'm not sure where the led is on the mobo. Could you describe where it is based on this picture? Sorry to be such a bother, it's just that this is my first time building a computer and I'm really tech stupid.

Are you saying if the led is not on, then the mobo is dead?
 
On the photo you posted it on the bottom right under the block of Sata ports. It should be hard green if some power hitting the mb. The ram fault led next to the mem ok button. On post it blink red then turn off. One thing to do is look at the mb ser label and see what the bios rev of the mb is. If it to low it may not post. Your mb like the sabertooth has a USB bios flashback port. All you do is download the newest bios file to a USB stick. Run the renamer program to rename the bios file. Put the USB stick in the sb flashback port and press the flash button on the mb. If the ps is giving stand by power the mb will be flashed.
