I have experimented around with my graphics overclock and I notice that when I increase the core clock, it becomes unstable much faster than increasing the memory clock. That leads me to believe that the core clock has a greater effect on performance. So I want to ask if I am better off overclocking my core slightly and cranking the memory all the way up (1120 and 1500) or if it is better to bring the memory all the way down and up the core clock a bit.

I currently have the HD7770 if that matters.

When the card starts to have issue has nothing to do with performance, but how your particular card and cooling is working. Run at the speeds that both core and memory are stable at.

While a faster core does have different effects on speed than a faster memory, just because one can be overclocked more does not show which one is more important to the speed. It would be like someone saying that a truck will be faster than a Ferrari because the truck can hold more fuel.
