BUDGET RANGE: INR 9500(About 150$) [INR12,500 including PSU]
USAGE FROM MOST TO LEAST IMPORTANT: Gaming. Mainly Civilization V and FPS games but I play many games.

I'm upgrading my PSU as well. A friend suggested this one:
Corsair CMPSU-430CXV2UK 430 Watts PSU
Also, I noticed this card that has 4GB memory. How is it compared to the 650 Ti or 7770?

yes that's a very good deal on the 650 Ti but i would try getting the 650 Ti Boost (much better value for money, ask the same guy if he has it), and ur PSU is not of a very good quality so get the one u selected, its good, also 4GB memory is of no use if u're playing on a single monitor with a card of that range

You can actually grab this 7850 http://amzn.to/14LXrV1 for less than a 650 Ti Boost http://amzn.to/16Ntbvf which performs quite similarly.

the total wattage of a PSU is not a deciding factor, total continuous current on +12V Rail is more important, the PSU u selected is a CX430, right? That has enough power, manufacturers generally put requirements higher than what is required by the card because there are numerous low quality PSUs available on the market that cannot really provide the output for which thy're rated
