It is part of how the game engine works.
It is nothing to be worried about.
You "may"(I say MAY because you are not that far) be able to increase the games render distance to remove it. I think it is unrelated in this case.
I have also seen that in older games like City Of Heroes when it was still around and Just Cause 2

The op is just talking about the dithering effect in the shadows. It is the same in JC2 as well.
