Intel Core I5 2300 core speed slower than it should be

Hey guys,
I have this pc 2 years now, Its alienware. It has an Intel Core i5 2300 sandy bridge CPU. I play flight simulator, and the CPU is performing way way way too badly with the game compared to the way it should be performing. Items surrounding me take forever to be processed into the game and i get about 12 fps maximum on the ground when FSBooster is not on. But i noticed that when i checked CPUID and looked at the core speed it was only at around 1595 mhz, not sure if thats because i aint doing anything major on the PC while checking it, only playing world of warcraft, but the initial speed for the quad core processor is 2.8ghz? Should i be worried, or is this normal for this PC? I also have a Nvidia GTX 460 graphics card and 6GB ram?

Ok i checked it and I have taken a screenshot, but i can't upload it so, This is the temperature of my Intel Core i5 2300 at IDLE, only things open is the internet, Spotify ( Not playing Music ) and some other programs like Virus Security.
