Complex - Laptop at 100% Usage - Acer Aspire 5250

Lptop Acer Aspire 5250 seems to be on 70 - 100% usage on idle. I have tried the following

Clean install of Windows 7 64bit
Reset CMOS
Tried taking out battery and just using AC power
Tried Disabling ACPI Battery Driver
Tried Safe Mode
Temperatures are fine, no reving of fan, no overheating
Tested Voltages from AC adaptor they are fine

Then clean install of Win 7 32 bit

Done a good amount of research, I know what i'm doing. Nothing seems to be doing it

Now trying a New Hard Disk

Could RAM be the issue?
Could it even be the CPU/motherboard?

It seems to give mixed results on safe mode

Its not any applications or services causing it. It shows 100% usage immediately after a clean install of windows.

Any ideas?

System is the process using the most cycles. Rest is pretty much next to 0

Update: New hard drive still does the same thing

I have seen this before. In my case, it was a bad dvdrw. Download and install process explorer. If the 100% usage is on the hardware interrupts process, then it is a bad piece of hardware. Could be anything. Would try disabling/removing wireless card, optical drive, on board nic, web cam, sound, etc... and see if it solves the issue.

Hi Mate
Your tip seemed to give me a better picture of what I was dealing with. It was infact the interupts process and after a painful and long diagnosis, I've narrowed it down to the following : Standard openHCD USB host controller
After disabling that the CPU went straight down to around 2%.
I also tried installing some drivers and etc but there was nothing I could find. The windows drivers work fine with that disabled and the USB also seems to function.
Any idea of the root cause of this and why I'm having to abnormally disable this?
