First unplug power & open case, cleanup the sinks & motherboard of dust. Then take out battery from CMOS & check it with a multimeter or replace it with new one. Make sure all components are properly seated in their slots. Memory chips "clicked" & seated to the bottom, same for video card, sound card & any other addon cards you may have.
Go into Bios & check time and date. If time & date is current then ultimately you will need to re-install XP. If not re-optimize bios with F7 then save & exit.
