Some of the space is used by hardware and is not available to the operating system and applications.
The amount you can use varies, depending on what hardware you have installed. What happens is that some of the addressable memory (regardless of how much you have physically installed) is reserved for use by page files or by some of the devices that you are using, such as a graphics card, PCI card,
integrated network connections, etc., so it's unavailable for use as normal main memory.

EDIT: I don't see why you are concentrating on .5GB. The memory is not available to the OS but that doesn't .5GB isn't working. If you need more memory then upgrade the memory.

I do not play games on my pc anymore. The Elgato game capture hd thing i said is a card that can record console games like ps3 and xbox. I don't think i need my graphics card for elgato, it didn't say anything about needing a graphics card.

Might double check the Home Premium is the 64 bit version, can right click on My computer, select propertis and sort of middle of the window it will say 32 or 64..The Home Premium upgrade ver of Win & came with both 32 and 64 bit DVDs, had a few use the 32 thinking it was 64
