Intel motherboard USB on startup turned off, no PS-2 port

Have a custom-built computer with an Intel motherboard, when I try to get into the bios, spamming f2 yet nothing happens, since apparently the "enable usb devices on startup" is turned off in bios.
To turn it on, I have to get into the bios, but to get into the bios I have to turn it on...
This motherboard has no ps-2 port, and I'm pretty sure it has a pci-e slot, but there is no pci-e to ps-2 (only pci to ps-2 from my searching)The keyboard only starts when it reaches the "loading windows" screen...

I've found it's possible to make the computer give the keyboard power by spamming the f-lock key, but it still doesn't receive information (can't f2 key for bios, or go through options in "load windows/startup repair")

6 usb ports on this computer, no real way to get a new motherboard for this since it's custom built for it... Any way to enable keyboard on startup without using the bios?

edit: apparently it's a thin mini itx motherboard

it's not the keyboard, it's that USB enabled on startup is disabled in the bios.

I've already tried 3 different keyboards.

I can't seem to find one, not sure if there even is one on this intel motherboard. Here are some pictures of it...

edit:
it might be this, but the problem I have is how do I disconnect it, since I think it's soldered to the board

Used the jumper (I think?) took the yellow jumper off the 2 pins (out of the 6 there were) and started it up. Black screen on the computer, so I put it back on the 2 pins. If that did reset the bios, the keyboard still won't work on startup...
edit3: Now it said "Cmos battery failure" and blue screens after it gets to "loading windows"
I didn't remove the battery or tamper with it, would the jumper have caused this?
