my gtx680 amp! does not give me what i want in gta4... my suggestion is to play using the auto settings in gta4 graphics settings.
a gtx 770... would be great. or a gtx650 ...
an amd 6850 is a bit slow.
btw... the max ram gta4 needs is 1200mb... a gtx 650, and a intel processor, and recommended graphics settings will probably be best...
gta4 does not seem to be optimized for amd processor/amd gpu, so going with intel/nvidia for gta4 might be best.
but with the new games... tomb raider, crysis3 the cpu does not matter much, but a 7950/70 is the best card for it... (although gtx680/770 is good enough for best)

It depends How you define "playable" at max settings. However, at that resolution you should be able to play GTA4 with a 7790, if you prefer NVidia you may want to go with a 650.

I Played GTA 4 maxed out on a HD6770 1gb at 1440x900, I even had a config to get pass the memory cap, I was using from what it said was 1600mb tho I never saw a performance loss from it in that game unlike BF3. The game needs CPU clock. I even nearly maxed it out on a 9800GT SLI but was limited by my vram being 512mb on both cards. But FPS was in the 40s on vary high, things just didn't want to render soon enough. Both the 9800GT and the 6770 was used with the Phenom II x4 940 4.01ghz with 1.6vcore and 2700mhz CPU-NB. Both cards were OC 200mhz + over stock on core/mem/Shaders.
With GTA4 its a shobby port, we all know this, there for with even a GTX780TI and a i7 920 left at 2.66ghz it will bottleneck hard, For the game to run smooth, You would need a pretty decent CPU with decent clock speeds sadly, the game don't benefit from more cores either, You can get away with a HD7770, or if you can find a good deal on a GTX560 or 660 2gb you will be more then likely set for GTA IV when it come out.

Minimum FPS, I'd guess 30-40 (not less, not more). Average, I'd say 50-60/65. And maximum, about 75-80 =)
Disclaimer, I have a 1360x768 monitor. It does make a difference if you have a 1080p monitor. You'd be expecting a 5-10 fps decrease, in my opinion
However... If you're looking for better FPS all the time, I'd recommend the 760. or 660.

Do know this is a year old. The guy probably got a new card by then lol
