System Interrupts Behavior

Hi folks,

I built a computer recently and installed Windows 8 on to it. I am experiencing these System Interrupts, something I had never seen before on my computers -- at least not in the Task Manager. It's odd behavior -- "System Interrupts" % goes up and down to do whatever it takes to keep CPU usage at 22-23%. So if a program starts using CPU usage (let's say Chrome), but only a couple percent, System Interrupts starts to drop usage to keep the overall % at 22-23%.

I have gone through, what I feel, was every driver on my motherboard and other components and installed the newest versions. I have disconnected video cards, RAM, disabled sound cards, network adapters...You name it. I think I have done it. All in trying to find out what's causing the CPU usage to stay so high.

In other threads, some say it's standard, others say there could be a hardware problem. Just hoping someone might be able to shed some more light with my specific hardware...

Intel i5-3570k
ASRock Z77 Extreme 4 Motherboard
OSZ Agility SSD
G.SKILL Ripjaws X 8GB RAM
RAIDMAX PSU
Sapphire Radeon HD 5450
Windows 8 (re-installed once due to the issue)

Some things I have done that did not alter behavior:

1. Removed graphics card
2. Disabled onboard sound, network card
3. Updated Network, USB, Graphics Drivers
4. Removed sticks of RAM and tried others

I am at a loss and just don't feel it's running efficiently if this process is always taking up ~20% CPU.

Any thoughts or feedback of what I could, should do next would be great.

A bump but some information...

Occasionally, such as right now, System Interrupts will disappear entirely from Task Manager or minimize down to 1% or so. I've seen it do this before, but eventually, with no changes to the system that I am aware of (not plugging in anything, no USB devices, etc), it will go back up to its 20%+ point.
