Newly built PC keeps rebooting.

I finished building my first PC about 2 days ago. I've been having a problem where once I press the power button the computer starts up briefly which includes having the fans, drives, GPU all power on. Sometimes I am unable to even get to the motherboard splash screen. And If I am lucky enough to get there the system powers down after some random amount of time and then starts up once again. Rinse and repeat. I have also tried starting everything up outside of the case with minimal hardware. I attempted to clear my CMOS but I have no idea if that even worked. I tried listening for beep codes although my case doesn't have a speaker and neither does my motherboard. I'm almost 100% certain I have everything connected correctly. Note that I do not have any operating system installed since I can't even get to set a boot priority (if that means anything at all). Any help is appreciated as I am a new builder in the PC world.

My Specs:

CPU - Intel Core i7 Extreme Edition i7-3970X 3.50 GHz Processor

Motherboard - Asus P9X79 motherboard

GPU - EVGA GeForce GTX TITAN Superclocked

RAM - Corsair Vengeance 8x8 (64)GB DDR3 Memory

Storage - Samsung 840 Series 120GB Solid State Drive

Storage - WD Black 2TB Desktop Hard Drive

PSU - Corsair AX1200i ATX PSU

Heatsink - Corsair Hydro Series H100i Extreme Performance CPU Cooler

Case - Corsair 650D Case

SouNds like a ram or a bios bug got you. If the system has a ipgpu or you have a cheap video card sitting around swap it in for the titian. On your ram take out all but one dimm. If the system post to the bios fine..it a bios bug.
One thing you can do is use the mb flashback port and update the mb bios.
Read the ser label on the mb on the end of it is the mb bios rev.

could u have possibly put a motherboard standoff in the wrong place? i assume something is shorting something lol. first try removing all but 2 sticks of ram and one hard drive, even remove the video card(even if u dont have integrated). then double and triple check all remaining connections. then power on. if it runs fine add each component one at a time.

I was afraid that was the issue. And yes I did try that. I tried it with 1 stick swapping out each stick seeing if there was maybe 1 of them. But they all seem to be working thankfully

I don't think I missed any standoffs. I tried all that you listed. I didn't remove the graphics card as my motherboard doesn't have onboard. I've now just check the connections for the 5th time assuming that at least one lead was not connected. But sure enough, everything is connected and seated properly.

I tried all that you listed except for the graphics card. I don't have an extra or old one in my house as this is my first ever build. I'm afraid to do a flashback since I suspect it will reboot during the flashback, hosing my motherboard. And due to the fact that I can only get into the BIOS if the PC is on long enough.
