What 3rd gen CPU would I want to use for a computer with two MSI GTX 770 gaming edition graphic cards? Right now I have i5 3570k. I have been told I can OC my CPU and it would be fine. What are the downsides to OC'ing a CPU?

With a half decent 3rd party cooler you should be able to easily overclock to 4.2-4.4GHz before an increase in the core voltage is required, most take their overclock to 4.4-4.6GHz. Overclocking too far can reduce the lifespan of your cpu and ultimately kill it early.

Beyond your cpu there isn't much that's more powerful. You're basically down to the i7-3770 variants, the Sandy Bridge-E lga2011 cpu and the high end Haswell.

Your CPU is more than capable of running multi-gpu setups, even at stock clock speeds. OC'ing can shorten the life of a processor, but you would likely upgrade before you would ever kill your processor. The highest healthy temperature of an IvyBridge CPU is ~90C, but they run more comfortably in the 80-85C range.
