Borderlands 2 start-up crash

I cannot get Borderlands 2 to start after a new install of Windows 7.

I have tried re-downloading and re-installing the game three times and Steam twice. I have tried re-installing .net, the c++ redistributables, and Physx twice. I have tried re-installing my GPU drivers (AMD Catalyst 13.1, 13.4, and 13.6b2) numerous times. Directx web installer doesn't find any issues with the install (and I can't find a standalone installer). I have tried verifying the game cache integrity -- it re-downloads and installs a 12.5MB file every time, but it doesn't help. I've gotten the game to actually start a few times if I delete the "My Games" folder in my documents folder, but as soon as I change graphics settings either in the launcher or in the game, it crashes.

Does anyone have any insight? Nothing on Gearbox' game support page helps, Valve won't respond to my Steam support request, and I have tried absolutely everything I can think of. For what it's worth, Battlefield 3 runs well without issue, and BL2 did work before I reformatted last weekend. Thanks in advance.

Thanks for the reply. I have tried both things already. I honestly haven't had many issues at all with my AMD cards up to this point -- at least something I couldn't fix with a little internet searching and troubleshooting. When I disabled Crossfire it gave me a separate .dll error, when I installed that particular .dll (a larger version is already in my SysWOW64 folder), it gave me a D3D error. I have also tried loading the game in windowed mode (which should disable crossfire), and I get the same behavior. I suspect it's a DirectX 9.0c issue, but I can't find a standalone installer.

Your Steam_AppID text file in the Borderlands 'Win32' folder has a number written inside that isnt matching the Content ID number in your 'Local Settings (right click on Borderlands 2 in your games library- Then Properties>Local files)- Current Content Build ID'.. Open the text file then change the number to whatever ID is in your local files..
