The HX650 will work fine if you don't plan to add another 7950. If you plan to add another go with the HX850.

for a single hd7950,the HX650 would be more than enough an get an aftermarket cpu cooler like CM Hyper 212 EVO

i think i'll choose the hx850 because i might decide to buy another hd 7950 in the near future. Now that i made my choice, whats is the best UPS to pair with it?

The AVR900u at 900VA for about $110 at Newegg should be enought. All you need is to save and shut down the system safely. Check their website.
