Which PSU to get?

One of them is modular and the other one isn't.

Budget is $95.

Going to run a 770, 4670k and ASUS Z87-PRO motherboard.

I'd go with the SeaSonic just for the sake of modularity.

Just like to remind you though, you don't need a 650W psu. The SeaSonic G550W is an even better unit and 550W is more than enough for those parts.
