AMD 4100 and GTX 550 TI Can't Run Games?

One of my friends, not myself, has 8 GB of RAM, an AMD 4100 Quad Core (I think it's 2.6 GHZ, I may be wrong), and a 1GB GTX 550 TI. For some reason, he can't run many games. For instance, Need For Speed Hot Pursuit requires at least : AMD Athlon X2 64 2.4GHZ, and a GPU with 256 mb and Shader Model 3.0 or higher; for some reason, he can barely run it on low settings. Ah, thank you very much for the reply. I will ask him about it, thank you very much. This topic isn't solved, yet. And I'm afraid I don't know all of his PC Specs. I'm quite a hardware noob and would appreciate it if you could say how to find out if it's because of the PSU and how to resolve it? Sorry, and thanks.

Go to start -> Run -> Dxdiag. It will show up all your system specs.

For your PSU, he has to open the side panel and have a look.

um, i'm pretty caveman when it comes to things like this as i usually just pry open the case and check the parts...
i wouldnt be able to tell you how exactaly to test it if it is a PSU problem, i'm just talking from experience where i've had a good cpu and gpu and kept getting terrible FPS it turned out that my PSU was dying. (another plausible reason is overheating, the GPU will automatically half its clock if it reaches the heat limit, does his case have sufficient coolers?)

Ah, that may be it. I'm so stupid, I forgot to mention it. His PC has overheated a few times but since then he has gotten a better fan and leaves the panel off to try and keep it cooler.

leaving it open might not always be the best idea! if the case is open the air around it might just stay there, instead of flowing through a case.
(something i use to do is open the side panel and point a desktop fan at it)

I spoke to my friend and he has a 500 Watts PSU. I then used a calculator to estimate how many watts he needed and it was between 350 - 400. So it's nothing to do with the PSU? We really don't know anymore, lots of other people can run games fine with the same specs. Please help! D:
