Hey guys, pretty much the only thing switching from my old pc would be the amd 7750. What is the highest quality computer you think I could make for $400?

Alright, Aussie PC Part Picker needs to lay off the booze, so I'm estimating a bit here:
CPU: AMD Phenom II x4 965 BE
CPU Cooler: Cooler Master Hyper 212 Evo
Motherboard: ASRock 970 Extreme 3
RAM: 8GB (2x4) Corsair Vengeance/G.Skill Ripjaws/Crucial Ballistix 1600mhz RAM (make sure it's short enough to fit under the CPU cooler. The RAM from my initial suggestion could be used)
PSU: XFX Core Edition 550w or Antec High Current Gamer 520w (whichever is cheaper, XFX if the price is pretty close)
Case: NZXT Source 210

Would that work with your budget?
What's the old build? I almost guarantee you can use the optical drive and probably the hard drive.

What's this going to be used for? Most likely, you can't get anything that's better enough to be worth the money - probably you want to save your money till you can afford better.

My old pc is just a stock hp 6180a. 750gb 7200rpm hard drive and cd/DVD drive. Came with a 300w psu and napa motherboard. To be honest I'm planning on the rig to be decent at gaming, not spectacular as I'm planning on gradually upgrading it!

You could upgrade it next by adding a better GPU, when money allows.
 


I would strongly recommend against it. The 300R is a very good case (particularly at that price), PSUs that come built-in to cases are almost always of poor quality, and Cooler Master is particularly poorly regarded in terms of PSU quality, while XFX PSUs are made exclusively by SeaSonic (the best PSU manufacturer).

Not as much so as the previous one, but the Phenom is pretty darn overclockable, you'd have a big enough PSU for any GPU that your CPU wouldn't bottleneck extensively, and that case (possibly with an added fan or two for better airflow) is a pretty decent option.
 


The CPU is a definite step up.

The could should be able to fit a CrossFire, but I strongly recommend against CrossFiring weak cards. There are a lot of bugs with multi-GPU setups, particularly CrossFire, to the point that it's much efficient to simply sell the current card and get a stronger one when you want to upgrade.
