cpu bottlenecking gpu

Solution
Yes, i own an amd apu. The main issue is the lack of L3 cache, so it does not play very nicely with dedicated gpu's. Mine bottlenecks a 7850, and that card isn't even that powerful.

Also do you know what gpu and cpu can play/record bf3 at ultra settings at 1080p?

Well, the intel i5 4670k and nvidia gtx 770 would be your best bet, but for recording, you need a dedicated recording drive. Most people think if you have beastly cpu+gpu, you can record no problem. It actually depends for on the hard drive than the cpu+gpu. You will likely have issues if you try to record to the same drive that you have windows on, or the same drive that you have bf3 on.

so record to an ssd would be best?

NO. Recording involves lots of writes to a drive, and writes are very bad for an SSD. I would recommend this:
