I am building a gaming pc and am not planning to OC my CPU although I may in the future. Is it prudent to use an aftermarket CPU cooler on a non OC CPU?

Not if you're not overclocking. If you do, definitely get an aftermarket.

I would always get an aftermarket cooler as the stock ones are rather noisy.

Sooner or later you'll have to get an aftermarket cooler for your fx8350, even without overclocking. The stock cooler might do well in terms of thermal, but it's extremely noisy during use.

if u plan to O.C in future,then yes and if no, then also u should get one as you would be gaming and soon u will need one.
You will need to O.C in the future
