What is your ambient room temp? If you are getting a min. of 35c on the cores with the lowest temps, then your room must be around 10c less than that (77-78F)? If you are using the HD 4000 and are putting the settings at med. to high in 1080p, then maxing out at 80c is actually not that bad for the 3770K in a room that is around 25c. The Ivy Bridge CPU does have an issue with the heat spreader. They started using thermal paste instead of solder in between the core and the spreader (http://www.extremetech.com/computing/129300-physics-ivy-bridge-and-the-slow-death-of-overclocking) which could also contribute to these high temps.
A Hyper 212 Evo with a 2nd fan in push-pull + quality thermal paste should keep you under +50c (70c in a 22c room) over ambient at full load. Also, if your case can accommodate more fans, put as many exhaust fans as possible around the case. You should also check your PSU placement. If the PSU is a bottom mount and the case has a vent on the bottom, face the fan down. This will bring the temps down even more.
