I will be soon building a new Desktop PC for me after using my 4 Year OLD Dell Vostro 1015 that has Celeron 900 @ 2.2GHz w/ 1GB DDR2 RAM w/ Integrated GMA w/ 160GB HDD.

I have the following components already :
Cabinet
Monitor
Keyboard
Mouse
Hard Drive
DVD Drive
Power Supply

The most essential ones are the only left :
RAM
Processor
Motherboard

I don't game a lot.
My most demanding and favorite game till now is : Rail Works 4 Train Simulator 2013.
Tasks : Mostly Web surfing.
This build is for me and school works etc.,

Living Place : India
Budget : Rs.15 to 16000 only.
I hope I can get a good Desktop.
Any Help would be appreciated.

My Power Supply is tested and it is fine n' OK. !!
I do not know the exact Model, it's 350W PSU with 20Pin Mobo Connector, 4 Pin CPU Power, 4 Molex , 1 Floppy Cable, 1 AUX Power.
Molex can be converted to SATA power with adapters like molex to sata converter.

Please Suggest the best rig for my budget.

get a i3 and a h61 chipset mobo like gigabyte h61m-s2p and 4gb ddr3 memory. you can use your old case ang P.S. with this and HDD. you can add a cheap GPU like HD 6450 so you can play some old games like COD MW2.

I don't have much money currently for a GFX card.
And as I said above, I don't game a lot, and though if I game, Just at Low setting. My main aim on gaming is just smooth graphics weather it is low settings or high settings.
I will for now buy an Intel Processor and start saving money for a Graphics Card. Is it OK ?
I just wanted to give out a try to Intel's Haswell Processor.
OR
Should I remain with the AMD A10 6800K APU ?

Was your PSU *actually* tested or did you just verify that it can power your current PC? A PSU is a lot more than just having the PC running.

In any case, at your budget, you're below the range where building it yourself is cost-effective. I'd look around where you are for what basic pre-built PCs around that range are going for - remember, if you build it yourself, you'll need an OS if you don't already have one (and the one on your old PC is likely an OEM one which you will not be able to install in a new PC). And looking at the prices on flipkart, Rs. 6000 (Home Basic) or Rs. 9200 (Home Premium) would destroy your budget.

=> My Power Supply is tested.
=> I don not need an OS.
One more thing to ask.
I am a student. I have just ordered a Google Nexus 7 16GB WiFi Only Version and will be getting it in the first week of July.
I also have a laptop with very low specs that are : Intel Celeron 900 @ 2.2Ghz w/ 1GB DDR2 RAM and 160GB HDD.
my main tasks are to do Web Surfing, Watching Youtube Videos and very casual gaming.
Can these on my Tablet ?
Casual Gaming in my means --- I want to play those PC games which were also released for android like GTA 3. Can I also play the Facebook Games like 8 Ball Pool ?

Also, I do Video Calling on Facebook.
Can I do the same on my Tablet ?

Which of these is the best in my budget ? :
1st : AMD A10 6800K Processor ( Rs.9839 ) + MSI FM2-A75MA-P33 Motherboard ( Rs.3968 ) + Kingston HyperX Blu DDR3 4 GB PC RAM ( Rs.2200 ) G. Total to Pay : Rs.16,007

2nd : AMD FX 6300 6 core Desktop Processor @ 4.4Ghz ( Rs.7865 ) + Sapphire ATI Radeon HD7750 1GB DDR5 Graphic Card ( Rs.7299 ) + Kingston HyperX Blu DDR3 4 GB PC RAM ( Rs.2200 ) + ASUS M5A78L-M LX V2 Motherboard ( Rs. 3350 )

Second one is better.

But it is more expensive than the first one and if you don't use to game, then you will not see much difference between both systems.

An AMD's APU A10 can handle Skyrim in 1080p/MedSettings at ~35fps, which is an awesome performance for such a cheap CPU, even tho.. remember that a 6800k and every 6XXX series of AMD's APU will need you to update motherboard's BIOS in order to allow it recognizing the APU, if you choose a 5800k model, you will have no problems and performance is quite similar... and you will save ~40$ that you can expend in better memory.

Remember that APU systems benefit the most from your RAM speed, so 1866Mhz memory sticks are a must-have in those systems.

What type of system would you prefer to build if the conditions are following :
Monitor Resolution : 1024 by 768
Gaming Settings : Medium
Gaming Performance : Very Smooth with 40+ FPS depending on Game
CPU : Should be a 4th Gen Intel Core i7. (This processor is needed by me. I have to do some heavy work.)
CPU Performance : Overall Very Smooth. WEI Score should be around 7.7 to 7.9
Overall Budget : Rs.30,000
Components needed : RAM Processor Motherboard and Graphics Card.

Can there be a system with such conditions ?
