how to format win 8

I cant access my win 8 dunno why ! It just keep restarting after win starts loading .
So i boot win 8 cd trying to repair it but the cd won't boot although it works on other laptop !
So wanna a way to format win 8 so i can try to download it again or win 7
My laptop is dual core toshiba 32bit

Hello Saq

If you cannot repair your Windows 8 even from your Windows 8 DVD and want to reinstall it right from the scratch, you can boot your computer with Windows 8 bootable DVD, and click Install now button at the center of the box, instead of clicking the Repair option from the lower left corner of the screen.

When the installation process asks, select the Custom type installation (instead of selecting the Upgrade type).
