Massive frame rate drop on games

Nowadays, every time i play i pc game it works exactly fine and after exactly each 2 minutes 3 seconds i get a massive FPS drop where i get only 1-6FPS.This happens for a little bit time and gets ok after 1-2 minutes.Why is it like this?My computer is also extremely slow nowadays.It needed 4hours for me to install a windows while my firend's computer needs only 5 minutes.My processor is 2.60Ghz and his one is 1.5.Is it because of ny old HDD?I always defragment my drives, run disk cleanup and scan for viruses.I am on Windows 8 btw,So why does this happen?I have much better hardware than the recommended specs.

You might want to explain more about your system. If I were to just take a random stab at it, I'd say to check for viruses.

Oh, and installing Windows should take 20-60 minutes, even on the fastest systems. I assume 5 minutes was an exaggeration, or is Win 8 that much faster than Win 7 at installation?

For the games, you could maybe lower your graphic settings. Could be that san andreas has low FPS at certain points.

Try closing down programs. Task manager can tell you all the things you're running and tells you your cpu usage. You can also go to Start> type system configuration>start up tab. This shows you all the programs your pc opens/runs when it gets turned on. If your PC is getting too hot and causing the hardware to not run at their full potential, try cleaning it.

Last resort, upgrade your PC.
 
Your system is pretty weak, so it wouldn't take much for things to run poorly. Your RAM is limited, so if you have a few background apps running, it might become quite sluggish. While I suggested checking viruses, it could even be a virus scanner that could slow you down like that, should it kick in while you are in a game.

Recently, my dad had issues with his PC. I noticed that every time he connected to the internet, his system would do a driver scan, virus scan and try to update. It turned out, he installed one of these free online services to make his system run faster. This resulted in making his system run at a crawl. I just had to go through and uninstall all the crap this site loaded and his system ran fast again.
