Computer not slow but laggy

Hello,

I recently ran into some problems with my computer. It became very very laggy. Every 5 seconds it hangs for 2 seconds. I had this problem since yesterday evening and I don't know what's wrong with it. It are not only games, also Windows, Chrome, etc.
I already ran CCleaner, defragged both of my HDD's, nothing. And difference between slow and laggy is that slow means it loads stuff slow, frame-rate is good. Laggy means I have a bad frame-rate in Windows and in other programs. Is it because of my CPU? I recently replaced it and also put thermal compound on it. I'd appreciate it if someone can help me. Sometimes it works well for 10 seconds but then it gets laggy for few seconds. It's kind of a loop.

Intel Core 2 Quad Q6600 @ 2.4 Ghz
3GB 667 Mhz DDR2
XFX GTX 280 1GB DDR3
Be quiet! 650W Power supply

Hi Tike!

Can you post a screenshot of the list of the running processes in your Windows Task Manager.

Actually, I might have found the issue. The chipset from my motherboard was incompatible with the new Q6600 I got. After I found out, I instantly got out the Q6600 to avoid damage. I'm looking for a new motherboard now. And I can't post a screenshot right now because I took the processor out. But I can say max. 8 processes were running when it was idle, explorer.exe taking the most.
